PPOL-220 Bureaucracy and Public Administration: Experts, Elites, and Governance

This course examines the institutional role of specialized experts in public administration. Drawing primarily on cases in the United States, it focuses on the historical development, current practices, and ethical implications of bureaucratic governance. What is the role of specialized expertise in solving public problems? How should experts and administrators relate to the mass public? What are the political, policy, and ethical consequences of institutionalizing expertise in bureaucratic agencies? The course will use both contemporary and classic readings from political science and public policy to explore theses questions.
